
ZeroQuest
In 2000, the Electrical & Utilities Safety Association (E&USA) adopted a vision of zero lost-time injuries and illnesses. The strategy to make it happen called for a managed approach to safety that would identify potential hazards, categorize risk levels and maintain controls.
This is the basis for ZeroQuest.
ZeroQuest is comprised of four levels:
- Commitment
- Effort
- Outcomes
- Sustainability
In June 2008, Thunder Bay Hydro was awarded the Silver award for achieving the Effort Level. The key to success at the Effort Level is the integration of health and safety into the company business plan.
To complete the Effort Level, we needed to demonstrate that we have planned and implemented a sustainable health and safety system. We performed a risk assessment to identify and prioritize hazards and then used this in the development of a health and safety plan.
Some of the components that were assessed include:
- Evidence of fulfilling the action plan submitted at the Commitment Level
- Leadership
- Risk management
- Health and Safety business plan
- Learning from events
- Training
- Control measures
- Inspections
- Emergency planning and response
- Management of change
This was evaluated by a credible third-party audit as well as the E&USA Internal Responsibility System Audit .
