Small Business Rates

These rates are normally set at the Provincial level by the Ontario Energy Board twice yearly: May 1 and November 1.

Glossary of Charges


This is the cost of the electricity supplied to you during this billing period and is the part of the bill that is subject to competition by electricity retailers.

These are the costs of the Independent Market Operator administering the wholesale electricity system and maintaining the reliability of the provincial grid.

This charge pays down the debt of the former ONTARIO HYDRO.

Back in 2016, the charge was removed from Residential Account bills.

As of March 31, 2018, the charge was removed from Business Account bills.

Network and Connection charges originate from Hydro One and are passed on to you without a mark-up.

The price of generation in Ontario is set by a competitive market. Certain generators receive payments through regulation or contracts that differ from the market price. Your portion of the net adjustment arising from these different payments is included on your bill if you are with an electricity retailer.

Otherwise, it is included in the calculation of the Time of Use rates.

These are the costs of delivering electricity from generating stations across the Province to Thunder Bay. All the charges on the Delivery line of the bill are approved by the OEB.

Some of the charges are fixed at a set amount per month. Others are variable and increase or decrease depending on the amount of electricity you have used.

Distribution Charge:

Covers the cost to design, build, and maintain the power distribution system. This charge increases or decreases depending on the amount of electricity you have used.

Line Loss Adjustment:

When electricity is delivered over a power line, it is normal for a small amount of power to be consumed, or lost, as heat. This is called "line loss". In calculating your electricity costs for the billing period, your utility adjusts your consumption to account for those losses, using an adjustment factor that is approved by the OEB. This charge increases or decreases depending on the amount of electricity you have used.

Transmission Connection/Network Charge:

Network and Connection charges originate from Hydro One and are passed on to you without a mark-up. It is based on the cost Thunder Bay Hydro incurs to connect to Hydro One's transmission lines as well as the cost to transform electricity from the high-voltage used on the bulk transmission system to lower voltage used by Thunder Bay Hydro. This charge increases or decreases depending on the amount of electricity you have used.

Monthly Fixed Charge:

This charge is based on fixed costs such as meter reading, billing and administration. This charge is not affected by how much electricity you use.
